Cambodia has undergone sweeping changes in recent years, not only in
the field of politics and security, but also in the country’s economic
and social landscape. This stable, safe and secure environment is an essential
precondition for Cambodia to realise its potential economic and social
achievements and build a peaceful and prosperous nation.
Cambodia has opened its economy for foreign direct investment (FDI) in
all sectors. We are strongly committed to pursuing our efforts to improve
the investment environment in order to make Cambodia an attractive FDI
destination within the region.
The Royal Government of Cambodia (RGC) has embarked on wide-ranging reforms
focusing on macroeconomic management, public financial management and
the banking sector, along with the rehabilitation and reconstruction of
physical infrastructure, in particular the national road and rail networks.
The economic development of the country requires concerted efforts from
the government, the business community and development partners. In this
spirit, along with our efforts to provide an enabling environment by focusing
on the streamlining of legal and administrative procedures, the reduction
of business transaction costs and the fight against corruption, the Royal
Government has adopted concrete measures aimed at attracting FDI.
The RGC is convinced that to ensure sustained high economic growth in
the long run, public investments should be supplemented by substantial
private investments from both domestic and foreign private sectors.
The government has accorded priorities to the development of the following
• Agriculture, in which Cambodia has considerable potential,
given her endowment in land and climatic conditions;
• Physical infrastructure, especially transportation and telecommunications;
• Water supply and electrical power;
• Human resource development;
• Export-oriented and labour-intensive industry; and
• Tourism, in which Cambodia also has great potential, notably
due to the presence of historical and cultural heritage, traditional
and natural sites, including forests, lakes, a pristine coastline and
At the same time, oil and gas as well as other mineral resources will
open up new economic opportunities and move Cambodia to a new and higher
plateau of development. We are committed to use these resources responsibly
to social and economic development.
